WVTRIPS replaced WV GotPermits: what changed for West Virginia hauling permits

West Virginia switched its permit system on October 1, 2026. The GotPermits login no longer works, permits issued there did not move, and the state now wants two new accounts before it issues anything. What changed, and what it means for your next load.

If you hauled through West Virginia on a GotPermits login, that login stopped working on October 1, 2026. The state did not move your account, your company record or your permits to the new system.

The short version

According to the West Virginia Division of Highways (WVDOH), WVTRIPS replaced WV GotPermits as the state’s hauling-permit system on October 1, 2026 at 9:00 a.m. Eastern. Every carrier needs two new accounts: a user login in the state’s Speed to Build portal and a company account in WVTRIPS, tied to a USDOT number the state checks against the federal register. Permits issued before October 1 were not carried over. The fees, the legal limits and the escort rules are unchanged. Permigo, a permit service registered in WVTRIPS, files West Virginia hauling permits for a flat $20.

West Virginia’s escort and permit rules are on the West Virginia page; a whole route, with West Virginia as one leg, is priced in the calculator.

What WVTRIPS is

WVTRIPS is the West Virginia Transportation Routing and Integrated Permitting System: the online system the West Virginia Division of Highways (WVDOH, part of the Department of Transportation, WVDOT) now uses to issue oversize and overweight hauling permits. It went live on October 1, 2026, and WVDOH sends its technical questions to ProMiles, a permit-routing software company.

It issues the same permits GotPermits did: single trip permits for oversize and overweight loads, blanket (annual) permits, superload permits, mobile home permits and the seagoing container blanket. The difference is how you get in. WVTRIPS has no front door of its own. You reach it through West Virginia Speed to Build, the Governor’s one-stop permitting portal. The state uses that portal for permits, licenses and certifications from the thirteen agencies listed on its front page, the Division of Highways among them.

WVDOH’s own pages still call the document a hauling permit, and the office that approves accounts and reviews loads is still the Permit Section in Charleston (WVDOH’s WVTRIPS notices call it the Permit Office).

What changed on October 1

The switch replaced the system, its vendor and every account. The permit itself did not change.

Permigo tried the old site on October 8, 2026. wv.gotpermits.com did not answer. The multi-state site, gotpermits.com, still loads, and still lists West Virginia, but its West Virginia link goes to the dead site. WVDOH’s notice says WVTRIPS “will replace WVDOH’s current oversize/overweight Permitting System,” so a West Virginia permit now comes only from WVTRIPS. The notice WVDOH emailed permit services on October 7, 2026 adds that permits issued before the switch “will not be carried over.” Keep a copy of any permit you still need, because the state’s system no longer has it.

Why the state moved

The state’s real project was the portal. WVTRIPS is the part of it that issues hauling permits. In 2025 the Legislature passed House Bill 2002. It told the Department of Administration to build one entry point for every state permit and license, with an online dashboard due by January 1, 2027, where an applicant can research, apply for, pay for and renew a permit. Speed to Build is that portal, and Governor Patrick Morrisey made it compulsory. In WVDOH’s words, “the Governor is mandating all permitting be accessed through the new One Stop Shop portal.” Hauling permits moved behind that door at the same time, on a new system from a new vendor.

For a carrier the practical effect is one login (Speed to Build) and one company record (WVTRIPS) for every West Virginia permit, and one more account to keep alive.

What the new system asks of you

Before WVTRIPS issues a carrier’s first permit, the state wants two things. One is a user account in Speed to Build, in the name of a real person with an email they control. The other is a company account in WVTRIPS for the motor carrier, with the company’s details and its USDOT number, which is checked against the FMCSA’s SAFER database, the federal carrier register.

Permit services register separately, and every permit-service account waits for a WVDOH employee to approve it: nothing in WVTRIPS is visible until the approval email arrives, WVDOH publishes no turnaround, and a denial comes with a reason. If you move mobile homes, WVTRIPS also wants proof of insurance on file before it will issue those permits. Where the process is slow, the slow part is waiting on a person.

Permigo is registered as a permit service in WVTRIPS, so the accounts, and the approval wait, sit with us. Send the load’s dimensions, weight, route and dates, and the truck and trailer details, and we file the West Virginia hauling permit for $20, with WVDOH’s own fee billed at cost. The driver has the permit before the truck moves.

What did not change

An oversize-only single-trip hauling permit costs $20 in state fees and is good for five days; an overweight single trip adds 4 cents per ton-mile (one ton carried one mile); an annual oversize blanket is $200. The figures below are WVDOT’s own, read on October 8, 2026.

WVDOT’s hauling-permit fees, from its Permit Types page, permit sheet and hauling-permits page
PermitState feeNote
Single trip, oversize only$20Good for five days. No per-mile charge.
Single trip, overweight$20 plus 4 cents per ton-mileA ton-mile is one ton carried one mile. Superloads pay the same single-trip fee.
Mobile home, single trip$20Up to 16 feet wide, 15 feet 6 inches high, 110 feet overall.
Blanket (annual), oversize only$200One power unit, one year from the start date.
Blanket (annual), oversize and overweight$500Nondivisible loads only; five or more axles.
Mobile home blanket$200Mobile homes 14 feet wide or less; needs approved insurance on file.
Seagoing container blanket$150 for the first 15 permits, then $15 eachOverweight containerized cargo, 90,000 lb gross.
Bridge monitoring (the state’s “low-impact” single trips)$150 for the first bridge, $100 for the second, $50 for each after, up to $750When the state assigns a monitor at a bridge crossing; moving without one is a violation.
Superload application not activated$20Charged at WVDOH’s discretion 30 days after the state’s route review.

Those are the state’s fees. Permigo adds a $20 service fee per permit and passes the state’s fee through at cost, so a plain oversize single trip through West Virginia costs $40 all in: $20 to the state, $20 to Permigo.

Common questions

Is WVTRIPS the same as WV GotPermits?

No. WVTRIPS is the system that replaced it. WV GotPermits, run by Bentley Systems, issued West Virginia’s hauling permits until October 1, 2026. WVTRIPS, the West Virginia Division of Highways’ (WVDOH) new system, supported by ProMiles, issues them now, and it is reached only through the state’s Speed to Build portal. Accounts, company records and permits all stayed behind.

I had a GotPermits account. Do I need a new one?

Yes. WVDOH’s notice of October 7, 2026 says account information “will not automatically migrate,” so every carrier and every permit service starts over with two accounts: a user account in West Virginia Speed to Build and a company account in WVTRIPS, tied to a USDOT number the state checks against the federal register. Or skip both and have Permigo file it.

Do permits issued before October 1, 2026 still work?

WVDOH’s notice of October 7, 2026 does not cancel them. It says those permits “will not be carried over” to WVTRIPS and recommends saving a copy of any you still need. The state’s system no longer holds the record. A single-trip permit is good for five days, so any issued before the switch ran out within days of it. If you hold a blanket permit that runs past October 1, keep the copy in the truck and ask the Permit Section whether a replacement is needed.

Can I still use gotpermits.com for a West Virginia permit?

No. The West Virginia site, wv.gotpermits.com, no longer answered when Permigo tried it on October 8, 2026, and WVDOH says WVTRIPS replaced it. The multi-state site at gotpermits.com is still online for the other states that use Bentley’s system, but a West Virginia hauling permit now comes only from WVTRIPS.

Is Speed to Build the same as WVTRIPS?

No. West Virginia Speed to Build is the Governor’s One Stop Shop portal for every state permit, license and certification, from air quality to forestry. Your login lives there. WVTRIPS is the hauling-permit system behind it, run for the Division of Highways since October 1, 2026, and it holds your company record. Two accounts behind one login.

What does a West Virginia oversize permit cost?

An oversize-only single-trip hauling permit costs $20 in state fees and is good for five days, according to WVDOT’s Permit Types page, read October 8, 2026. An overweight single trip adds 4 cents per ton-mile; an annual oversize blanket is $200, and the oversize-and-overweight blanket is $500. Permigo files the permit for a flat $20 on top, so a plain oversize single trip costs $40 all in. The whole schedule is in the table above, and the cost guide compares it with the other 47 states.

Who do I contact about WVTRIPS?

For an error in WVTRIPS or a login that will not link, contact ProMiles support at wvtripssupport@promiles.com. For the permit itself — a fee, a route, a restriction, a stalled account approval — contact the WVDOH Permit Section at DOHPermitting@wv.gov or (304) 558-9547, 7:30 a.m. to 4:00 p.m., Monday to Friday, as WVDOH lists them (checked October 8, 2026). Permigo, a permit service registered in WVTRIPS, answers at +1 (786) 494-6912 or through the contact page.

Can a permit service file a West Virginia hauling permit for me?

Yes. WVDOH’s own FAQ says the Permit Section keeps a list of permit services with prepaid (escrow) accounts with the state, and WVTRIPS has a separate account type for them. Permigo is a permit service registered in WVTRIPS: send the load’s dimensions, weight and route, and we file the West Virginia hauling permit for a flat $20, with the state’s fee billed at cost. West Virginia’s rules are on the state page.
